BRAZIL: IP Office Establishes Quality Management System for Trademark Examination
In January 2011, the Trademark Directorate of the National Institute of Industrial Property (INPI) established a “Quality Management System” (QMS). The goals of the system are to develop and implement staff training programs and ensure the uniform application of examination criteria.
The QMS includes an oversight committee composed of three members of the Trademark Directorate staff. This committee will develop uniform policies when questions arise regarding application of the law or proper examination procedure.
The QMS will monitor examination decisions to make sure that criteria are consistently applied. In addition, users of the trademark registration system may present requests and complaints through current channels made available by INPI.
